(Embassy of Saint Christopher (Saint Kitts) and

Republic of China (Taiwan), His Excellency Donya L.
Francis, paid a courtesy visit to Director General Chen
Chia-Chun of the Taichung City Government’s Cultural
Affairs Bureau on Friday, April 10, 2026.
The meeting focused on exploring and proposing areas
for enhanced cultural exchange between Saint Kitts and
Nevis and the city of Taichung. Among the areas
discussed were participation in the Taichung Jazz
Festival and the Taichung International Instrumental
Festival, both typically held in October. Notably, the
Formosa Pandaz Steel Orchestra in Taiwan, led by
Kittitian Stephen Richards, was featured at last year’s
Instrumental Festival.
H.E. Ambassador Francis expressed appreciation to the
Taichung City Government for its continued efforts to
strengthen bilateral cultural ties.
“I would like to express my deepest gratitude to the
Taichung City Government and the Cultural Affairs
Bureau for our exceptional partnership. I also thank
Mayor Lu for the invitations extended to me over the
years to attend the Taichung Jazz Festival. I look
forward to attending again this year, particularly if our
Kittitian and Nevisian band is featured,” said Ambassador Francis.
Director General Chen conveyed her appreciation for
Ambassador Francis’ longstanding support of Taichung’s
cultural initiatives, including his attendance at the
Taichung Jazz Festival and the Embassy’s donation of
books to the Taichung Public Library.
Following the meeting, Director General Chen invited
Ambassador Francis to tour the Taichung Green
Museumbrary, the city’s newest landmark, which
combines an art museum and public library within a
large urban park. The facility officially opened in
December 2025.
During the visit, Ambassador Francis toured an art
exhibition and the library, which houses a collection of
six books donated by the Embassy in April 2025. All of
the books were authored by writers from Saint Kitts and
Nevis.
The library’s Director, Tseng Hui-chun, noted that the
books from Saint Kitts and Nevis have been particularly
popular among visitors, especially children.
